Licensure is the formal process by which a regulatory authority grants legal permission to practice nursing and sets the minimum standard of competency required to work as a nurse. It ensures every practicing nurse has met baseline knowledge and skill, typically after completing an approved program and passing a national licensure exam, with ongoing requirements to maintain the credential. The other terms describe different concepts: permissive licensure refers to a more lenient or conditional form of permission in some contexts, institutional licensure covers authorization to practice within a specific facility, and reciprocity is the process of recognizing another jurisdiction’s license to practice. None of these alone establishes the universal minimal competency needed to practice nursing across settings.
